Strategic Goals

Roles and Responsibilities:

1 – Council-Related Duties:

  • 1.1 – Ensuring all necessary preparations are completed for Council meetings on schedule, reviewing and submitting various subjects to the Council, providing feedback on such matters, following up on the preparation of meeting minutes, and ensuring the implementation of the Council’s decisions.
  • 1.2 – Representing the Council by attending all or some meetings of affiliated charitable entities and commercial company boards where the representative is not a member, without the right to vote.

2 – Supervisory, Oversight, and Administrative Duties:

  • 2.1 – Performing all supervisory, administrative, and oversight tasks within the General Secretariat, including staff hiring and performance evaluation, and exercising executive-level powers typically granted to a CEO of a legal entity, in accordance with the delegated authorities from the Council.
  • 2.2 – Preparing internal regulations related to the Council and the General Secretariat and submitting them to the Council for approval.
  • 2.3 – Preparing the consolidated financial statements and annual report of the Waqf for the Council, reviewing all financial statements and budgets submitted by affiliated entities, and providing opinions accordingly.
  • 2.4 – Exercising financial authority as delegated by the Council.
  • 2.5 – Submitting the proposed budget of the General Secretariat to the Council for approval.
  • 2.6 – Supervising the registration of the Waqf’s assets, including all documentation, records, and title deeds.
  • 2.7 – Ensuring the availability of electronic systems that integrate the General Secretariat with other councils, committees, and affiliated entities—especially concerning financial matters, reports, and audits.

3 – Strategic and Planning Responsibilities:

  • 3.1 – Developing and managing the Waqf’s strategic plans, directions, and performance indicators, submitting them to the Council, establishing measurement procedures and related reports, and proposing performance improvement methods.
  • 3.2 – Ensuring that each affiliated entity has a strategic plan aligned with the Waqf’s overall strategy, submitting such plans to the Council for approval, monitoring implementation, and submitting periodic performance reports to the Council.
  • 3.3 – Verifying through the General Secretariat’s executive departments that the Waqf and its affiliated entities are committed to the approved strategic plans.
  • 3.4 – Coordinating with affiliated entities in matters related to their operations, without infringing on their independence or the autonomy of their respective boards.

4 – Media-Related Functions:

  • 4.1 – Developing a media strategy for the Waqf that identifies the most effective communication channels to achieve its objectives and disseminate its mission, along with defining target audiences.
  • 4.2 – Preparing internal communication policies and procedures for media engagement across the Waqf.
  • 4.3 – Monitoring media coverage related to the Waqf across various platforms and taking appropriate actions when necessary.
  • 4.4 – Reviewing and approving any reports, publications, media content, or websites issued by the Waqf to ensure alignment with its media policy.
  • 4.5 – Representing the Waqf at external events, meetings, and across media platforms, in accordance with approved policies and delegated authorities from the Council.
